Welcome to DocReview ("DocReview", "we", "us", "our"), a doctor-review and discovery platform for Sri Lanka operated by Strontium Innovations (Business Registration No. J25903), of No 277/3, 2nd Lane, Campus Road, Raththanapitiya, Boralesgamuwa, Sri Lanka.

These Terms of Service ("Terms") govern your access to and use of the DocReview website at [https://docreview.lk] and any related services (together, the "Platform"). By accessing, browsing, registering with, or submitting content to the Platform, you agree to be bound by these Terms. If you do not agree, do not use the Platform.

1. What DocReview is (and is not)

1.1 DocReview is a neutral hosting platform that allows members of the public to publish and read reviews, ratings, and opinions about doctors and medical practitioners in Sri Lanka, and to discover practitioners by specialty, condition, or procedure.

1.2 DocReview does not provide medical advice, diagnosis, treatment, or any healthcare service. Reviews and ratings are the personal opinions of individual users, not statements of fact by DocReview, and are not verified by us for clinical accuracy.

1.3 DocReview does not verify or guarantee the qualifications, registration, competence, or fitness to practise of any doctor listed. The Sri Lanka Medical Council (SLMC) at [https://slmc.gov.lk] is the sole official authority on the registration and qualifications of medical practitioners in Sri Lanka. You should independently verify any practitioner's credentials with the SLMC.

1.4 A listing or profile on DocReview is not an endorsement by DocReview, and the presence of reviews does not imply any recommendation for or against any practitioner.

2. Eligibility

2.1 You must be at least 18 years of age and legally able to enter into a binding contract to use the Platform or submit content.

2.2 To submit a review, you must complete our reviewer validation process, which includes a one-time-password (OTP) verification. This process exists solely to confirm that a review comes from a genuine, contactable person and to help deter fake or fraudulent reviews.

3. Your account

3.1 You are responsible for maintaining the confidentiality of your account and for all activity that occurs under it.

3.2 You agree to provide accurate and current information and to keep it updated. You may not impersonate any person or misrepresent your identity, affiliation, or relationship with any practitioner.

3.3 We may suspend or terminate your account at our discretion, including where we reasonably believe you have breached these Terms.

4. Reviews and user content — your responsibilities and warranties

This Section is important. By submitting any review, rating, comment, image, or other material ("User Content"), you represent, warrant, and agree that:

4.1 The User Content reflects your own genuine, first-hand experience (or that of a person on whose behalf you are lawfully permitted to speak, such as a dependent family member).

4.2 The User Content is truthful and made in good faith, and any statement of fact within it is accurate to the best of your knowledge.

4.3 Where you express negative views, they are your honest opinion and, where they concern matters of fact, are substantially true and made in the public interest.

4.4 The User Content does not:

  • contain false, misleading, or fabricated statements;
  • defame, harass, threaten, or invade the privacy of any person;
  • disclose another person's private, medical, or confidential information;
  • contain hate speech, or content that is obscene, discriminatory, or unlawful;
  • infringe any third party's intellectual property, privacy, or other rights;
  • contain content you were paid or induced to post, or that you posted on behalf of, or to benefit or harm, a practitioner's competitor.

4.5 You understand that reviews about identifiable individuals carry legal responsibility. You — not DocReview — are solely responsible for your User Content, including its accuracy and legality.

4.6 You acknowledge that DocReview operates in Sri Lanka, where defamation is a civil matter and where the truth of a statement, on its own, may not be a complete defence unless publication is also in the public interest. You agree to bear this in mind before posting.

5. Licence you grant to DocReview

5.1 You retain ownership of your User Content.

5.2 You grant DocReview a worldwide, non-exclusive, royalty-free, transferable, sub-licensable licence to host, store, reproduce, display, publish, adapt (for formatting and moderation), and distribute your User Content on and in connection with the Platform and its promotion, for as long as the content remains on the Platform or as required by law.

5.3 This licence survives termination of your account with respect to User Content that has been shared with others or that we are required to retain.

6. Moderation and removal of content

6.1 DocReview may — but is not obligated to — review, screen, moderate, edit, refuse, or remove any User Content at our sole discretion, including content that we reasonably believe breaches these Terms, our Community & Review Guidelines, or applicable law.

6.2 We operate a Notice-and-Takedown process (see our Content Complaint & Takedown Policy) through which any person may report content they believe is unlawful, defamatory, or in breach of these Terms.

6.3 The fact that we may moderate content does not make us the author or publisher-in-fact of User Content, and does not create an obligation to monitor all content.

7. Practitioners — right of reply and profile claims

7.1 Doctors and practitioners who are the subject of a profile may claim their profile in accordance with our Doctor Right-of-Reply & Profile-Claim Policy. The ability to respond publicly to reviews is available only once a profile has been claimed and verified. Reporting a review for removal does not require a claimed profile.

7.2 Practitioners may request correction of factual profile details (e.g. specialty, workplace) and may report reviews they believe are false or unlawful through the Notice-and-Takedown process. Disagreement with an honestly-held opinion is not, by itself, grounds for removal.

8. Prohibited conduct

You agree not to:

  • post fake, incentivised, or manipulated reviews (whether positive or negative);
  • use the Platform to harass, defame, or run a campaign against any individual;
  • scrape, harvest, or bulk-extract data from the Platform without our written consent;
  • attempt to gain unauthorised access to the Platform, other accounts, or our systems;
  • upload malware or interfere with the operation or security of the Platform;
  • use the Platform for any unlawful purpose or in breach of the Computer Crimes Act, No. 24 of 2007 or any other applicable law.

9. Intellectual property

9.1 The Platform, including its design, branding, logos, text, and software (excluding User Content), is owned by or licensed to Strontium Innovations and is protected under the Intellectual Property Act, No. 36 of 2003 and other laws. See our Copyright, IP & Content Policy.

9.2 "DocReview" and associated logos are marks of Strontium Innovations. You may not use them without our prior written permission.

10. Privacy

Your use of the Platform is also governed by our Privacy Policy and Cookie Policy, which explain how we collect and process personal data in line with the Personal Data Protection Act, No. 9 of 2022 (as amended).

11. Disclaimers

11.1 The Platform and all content are provided "as is" and "as available", without warranties of any kind, whether express or implied, including as to accuracy, reliability, or fitness for a particular purpose.

11.2 We do not warrant that reviews are accurate, complete, or reflect the actual quality of any practitioner. Reviews are subjective opinions.

11.3 Nothing on the Platform is medical advice. Always consult a qualified healthcare professional. See our Disclaimer.

12. Limitation of liability

12.1 To the maximum extent permitted by law, DocReview, Strontium Innovations, and our directors, officers, employees, and agents shall not be liable for any indirect, incidental, special, consequential, or punitive damages, or for any loss arising from:

  • your use of, or inability to use, the Platform;
  • any User Content, including reliance on any review;
  • any conduct or content of any third party or user.

12.2 To the maximum extent permitted by law, our total aggregate liability to you for any claim arising out of or relating to the Platform shall not exceed [LKR 10,000 / the amount you paid us in the 12 months before the claim, whichever is greater — CONFIRM WITH COUNSEL].

12.3 Nothing in these Terms excludes liability that cannot lawfully be excluded.

13. Indemnity

You agree to indemnify, defend, and hold harmless DocReview, Strontium Innovations, and our directors, officers, employees, and agents from and against any claims, demands, damages, losses, liabilities, and costs (including reasonable legal fees) arising out of or connected with:

  • your User Content;
  • your breach of these Terms;
  • your violation of any law or the rights of any third party (including any defamation, privacy, or IP claim relating to content you submitted).

14. Third-party links

The Platform may link to third-party websites (e.g. the SLMC). We are not responsible for the content, policies, or practices of third-party sites.

15. Suspension and termination

We may suspend or terminate your access to the Platform at any time, with or without notice, for conduct we reasonably believe breaches these Terms or is harmful to other users, us, or third parties.

16. Changes to these Terms

We may update these Terms from time to time. Material changes will be notified via the Platform or by other reasonable means. Your continued use after changes take effect constitutes acceptance.

17. Governing law and jurisdiction

17.1 These Terms are governed by the laws of the Democratic Socialist Republic of Sri Lanka.

17.2 You agree to submit to the exclusive jurisdiction of the courts of Colombo, Sri Lanka for any dispute arising out of or relating to these Terms or the Platform, subject to any mandatory legal provisions.
